The Australian skipper has claimed 309 Test scalps in 71 appearances with an average of 22.10.
The Australian chair of selectors Bailey has stated that pace spearhead Cummins will play a "major part" in the upcoming England-Australia contest.
Speculation had been growing that Cummins might be unavailable due to a stress fracture in his back that remained unresolved.
Initial reports from the Australian camp suggested no final decision had been made regarding Cummins' participation, with the extended contest scheduled to begin on the 21st of November in Western Australia.
Bailey expressed that the captain is progressing and felt positive about his chances of taking part.
"It's clear that the window is narrowing and various factors around that, not only the back issue, but other factors as well," the selector added.
"We're encouraged. We firmly believe that he'll participate in a significant role. Hopefully it's the first Test. If not, then we'll pick it up."
Injury History
Cummins was ruled out Australia's limited-overs series against both Asian and Trans-Tasman rivals in the previous weeks after medical tests showed a stress reaction in his back.
He has a history of back injuries, with flare-ups in 2012-13, 2013-14 and 2015-16 leading to absences from multiple domestic campaigns in four years.
The bowler mentioned he would be ""aggressive" and "take risks" in his rehabilitation process to make the squad for the series.
The selector indicated that he did not know if the captain had resumed bowling as part of his rehabilitation but admitted it was "getting tight" for him to be fit for the initial match.
Alternative Arrangements
If he's unavailable, ex-skipper Smith will assume leadership.
The talented all-rounder was withdrawn recently from the ODI lineup for their one-day international series against India as a safety move because of discomfort in his torso.
The selector characterized it as a "minor" injury and mentioned that he's scheduled to appear in the state-level matches, so will be "well-prepared to deliver overs."
"Considerable effort has gone into creating the schedule for him to participate for the opening match as an dual-role player," he elaborated.
"Originally, he'd only feature in the first two ODIs in any case. How he handles the bat in limited-overs, if it causes any delay for another day, the choice was made to adopt a safer strategy."
